The Organization may proactively intervene in the community, supporting institutions and/or through the involvement of groups and individuals that make up civil society. Such action is called community involvement. It is primarily aimed at preventing and solving problems and should foster and strengthen partnerships with other local organizations and stakeholders. It should in no way replace the responsibility of the Organization for the impacts on society and the environment. Community involvement can also help organizations to become familiar with the needs and priorities of the community, so that their efforts will be compatible with the expectations of the community and society at large

Many traditional or indigenous communities, small associations or networks on the Internet may decide to express themselves without, however, constituting a formal entity, and it is important that the Organization is always aware that many of these types of groups, both formal and informal, can actively contribute to development. The Organisation should always respect the cultural, social and political rights of these groups, with the highest respect for the rule of law and through processes respect the rights of all, while taking into account the views of others.
